During special measures, the Operational customs officers established two facts of substitution of goods in transit from the Republic of Lithuania to Russian recipients.
In the first case in the Russian truck instead of polymer claimed in the accompanying documents, was frozen fish, the second is emulsifier - apples.
The movement of a VOLVO vehicle of a Russian company-carrier is suspended in the tolochinsky district. The truck driver showed customs officials documents that allegedly move more than 21 tons of polymer in the car. In fact, the semi-trailer refrigerator contained about 40 tons of fresh-frozen fish.
During the verification measures, it was established that this car, which entered Belarus from Lithuania through the checkpoint «Kamenny Log», originally contained a polymer. In Belarus, the polymer was replaced with fresh-frozen fish. To do this, they opened the identification tools that were placed on the cargo compartment crossing the customs border and reused them.
The same scheme of substitution of goods was established by customs officers on this day and during customs control of a VOLVO car heading to Russia through the lioznensky district.
The driver of the vehicle also presented documents for goods other than those actually transported in the cargo compartment: according to documents, the car allegedly contained more than 18.5 tons of emulsifier, in fact-about 21 tons of apples.
Legally, the next product from Lithuania through checkpoint « the Kamenny Log» was also replaced on the territory of Belarus, and the identification tool that sealed the cargo compartment was opened and re-applied.
At present, administrative processes have been initiated by the Operational customs in respect of Russian shipping companies in accordance with part 2 of article 14.2 ("non-Delivery, delivery (transfer) without the permission of the customs authority or loss of goods under customs control or loss of documents for them") and part 4 of article 12.17 ("Violation of the rules of trade and provision of services to the public») Administrative Code Of The Republic Of Belarus. Also initiated administrative proceedings according to art. 23.4 ("Disobeying a lawful order or request of an official in the performance of their official duties») Administrative code of the Republic of Belarus for drivers who illegally moved goods.
The Belarusian customs service recalls the possibility of applying customs escorts in accordance with the customs code of the EEU, as well as applying navigation seals to cargo compartments in respect of violators of customs legislation. The use of navigation seals allows you to track the route of transit cars and prevent business entities from committing such violations.
