The law enforcement activities of the customs authorities in the first 9 months of 2017
The customs authorities of the Republic of Belarus give priority to carefully studying the acquired information on illegal activities, as well as the accuracy of the conduct measures to identify and suppress the commission of crimes and administrative violations.
The approach, along with the complex of information and preventive measures conducted by customs authorities, has reduced by 17 percent the total number of offenses committed in the first half of 2017 compared to the same period in 2016 from 18.8 thousand to 15.7 thousand.
At the same time, the value of goods seized by customs authorities in the first half of 2017 for illegal movement increased by 15 percent compared to the same period in 2016, which indicates the continuing activity of offenders in attempts to smuggle goods across the customs border.
The customs authorities of the Republic of Belarus have achieved considerable successes in the framework of countering the illegal movement of narcotic drugs and psychotropic substances across the customs border of the Eurasian Economic Union in the Republic of Belarus in the current year.
In the first half of 2017, customs officials seized more than 360 kg of drugs that is more than 34 times higher than the number of drugs seized during the same period in 2016.
The criminal case has been initiated against the citizen of Ukraine regarding Part 2 of Article 328¹ of the Criminal Code of the Republic of Belarus.
The work of the cynological service of the customs authorities of the Republic of Belarus contributed to the achievement of positive results of countering drug trafficking. 35 facts of illegal movement and use of drugs and psychotropic substances were stopped with the participation of customs cynologists in the first half of 2017.
About 300 kg of drugs and psychotropic substances, as well as about 860 items of medicines containing psychotropic substances, were seized due to the work of cynological service.
The criminal proceedings were initiated against the citizen of the Russian Federation in accordance with Part 1 of Article 333 of the Criminal Code of the Republic of Belarus.
For example, Brest Customs officers initiated the criminal proceedings against a group of persons who organized the illegal importation of a passenger bus into the customs territory of the Eurasian Economic Union with the aim of involving it in the economic turnover without paying customs fees totaling over 54 thousand rubles. The criminal case was initiated in accordance with Part 2 of Article 231 of the Criminal Code of the Republic of Belarus.
The customs authorities of the Republic of Belarus initiated 4 criminal cases regarding illegal movement of foreign currency through the customs border in the first half of 2017; the administrative process for 629 cases was initiated.
There are still attempts to illegally move historical and cultural values through the border in various ways. In January-June 2017, officials of the customs authorities of the Republic of Belarus seized 106 items of historical and cultural values.
The customs authorities take measures to intellectual property right protection within the their competence. As of July 1, 2017, 266 trademarks were included in the national customs register of intellectual property.
As a result of the implementation of measures in the first half of 2017, the customs authorities initiated 5 administrative processes in accordance with Article 9.21 of the Code of the Republic of Belarus on Administrative Offenses. Regarding to the facts of placing goods under customs procedures with violation of the rights of rightholders, the objects of the offenses amounting more than 27.8 thousand rubles were seized.
