Ukraine came forward again with a proposal of the 3+1 format to the Customs Union member states. Russia is not ready for this yet, First Vice Premier Valery Khoroshkovsky told media after the EurAsEC Interstate Council meeting on 19 March.

In his words, Ukraine believes that the very idea is not bad, and the country is ready to discuss cooperation with the Customs Union in the 3+1 format.

Valery Khoroshkovsky stated that the protection of the common market is a task of any customs unions. “Of course, any alliances, especially customs unions, pursue the idea of creating the common market and protecting this market. Neighboring countries, not member states, will be slightly economically afflicted as these markets are to be protected,” the official said.
