Import export of domestic animals
In each country there are specific rules for the importation of animals (quarantined animals, vaccination against rabies stated by the vaccine exporting country, chipping, etc.). So that, we recommend clarifying the required information in the appropriate consulate or divisions which conduct veterinary check.
The authorized body of the Republic of Belarus, conducting veterinary checks, is the Main Veterinary Department, Ministry of Agriculture and Food of the Republic of Belarus (official WEB-site of the Ministry of Agriculture http://www.mshp.minsk.by/ , telephone "hot line" - (+375 17) 227-73-53, (+375 17) 227-81-04). Single list of goods subject to veterinary check, as well as the Common veterinary (veterinary-sanitary) requirements for goods which are liable to veterinary check, approved by the Customs Union Commission of June 18, 2010 № 317 "About the application of veterinary and sanitary measures in the Customs Union".
In accordance with subparagraph 2 of paragraph 2 of Article 8 of the Agreement on the goods transfer by natural persons for personal use across the customs border of the Customs Union and the customs operations related to the release of such products of 18 June 2010 (hereinafter - the Agreement), the goods for personal use for which prohibitions and restrictions are applied, must be declared in written form.
Thus, a natural person who transfer the pet that have to pass veterinary check and be declared, should move about "red" corridor (if there is a technological system of double corridor) and fill out the passenger customs declaration in 2 copies, one of which remains in the customs authority and the second is given to the natural person.
In accordance with paragraph 21 of Annex 4 to the Agreement, domestic animals, including intended for hunting, sport and tourism, may be temporarily imported by foreign natural persons for the period of their temporary stay in the customs territory of the Customs Union without payment of customs duties and taxes.
Import of animals by residents of the customs territory of the Customs Union, is conducted in accordance to the order established by the Agreement, with or without payment of customs duties and taxes according to the weight and the cost of the animal.
Additionally, we inform that the Decision of the Customs Union Commission dated March 2, 2011 № 569 "About making amendments to the common veterinary (veterinary-sanitary) requirements for goods liable to veterinary control" in the territory of the Customs Union allows the import of dogs and cats transported for personal use in the amount of not more than two heads. They can be imported without a permit for import and quarantine, accompanied by an international passport, which in this case is equal to the veterinary certificate, provided that it has got the code of competent authority for clinical examination within five days before sending. When importing from other countries, rearrangement from international passport in the country of destination to veterinary accompanying document is not required.
