The project "Introduction of the non-intrusive inspection technology for goods and vehicles in the customs authorities of the Republic of Belarus in accordance with the Framework of Standards for Safety and Facilitation of World Trade of World Customs Organization "(hereinafter - the "Project") was implemented as part of the granting of gratuitous assistance to the Government of the Republic of Belarus by the Government of the People's Republic of China.
The aim of the project:
Introduction of a new non-intrusive (without opening) technology of customs control of road vehicles and containers at the checkpoint "Kozlovichi" of Brest customs.
Objectives of the project 1. Creating conditions for effective counteraction to international terrorism and smuggling weapons, drugs, cigarettes, alcoholic beverages and other goods.
2. Increasing the capacity of road border checkpoints by simplifying and reducing the time for customs operations and control, taking into account the application of the inspection system.3. Reducing the environmental burden on the region.
The inspection system uses ionizing radiation to obtain an X-ray image of large-sized cargo and vehicles for customs control, which allows image obtaining within 3-5 minutes without opening and conducting of laborious and cost-based cargo operations in relation to a freight vehicle.
Theprojectprovided: 1. Construction of 2 premises for equipment and staff at the checkpoint "Kozlovichi" of Brest customs.
2. Supply, installation and adjustment of one set of relocated inspection system for inspection of motor vehicles and containers.
3. Training of 18 people as operators of the inspection system and 6 people as service engineers for maintenance on the agreed program by the parties.
Total budget of the project is about 4 million US dollars.
International technical assistance project is implemented by the State Customs Committee of the Republic of Belarus in cooperation with:
- Chinese company for nuclear engineering "NUCTECH COMPANY LIMITED";
- Brest customs;
- Minsk central customs
Target groups:
Officials of the customs
authorities of the Republic of Belarus working at the checkpoint
"Kozlovichi".
Officials of the border guard service and other state control services of the Republic of Belarus, operating at the checkpoint.
Officials of the customs authorities of the Republic of Poland, working at the checkpoint "Kukuryki".
The final beneficiaries of the project: Carriers, drivers and passengers of cars and buses. The population of the transboundary region.

The implementation of activities
within the project allowed:
- increase the effectiveness of customs control (including the amount of seized contraband goods);
- reduce the time for customs control;
- reduce queuing;
- reduce charges of business entities.

Project administration:
The project provides for maintenance and repair of equipment within 3 years after putting the facility into operation.
The official opening of the inspection system was in February, 2012
