2014-2020

Cross-Border Cooperation Programme Poland-Belarus-Ukraine 2014-2020 (further – the Programme) operates under the framework of the European Neighborhood Instrument, which is the Initiative of the European Commission, with the aim to expand the cooperation between European Union and partnership states and to ensure integrated and sustainable regional development.

The legal framework of the Programme constitute the following documents:

  • Regulation (EC) No 232/2014 of the European Parliament and of the Council of 11 March 2014 establishing a European Neighborhood Instrument (ENI Regulation);
  • Commission Implementing Regulation (EU) No 897/2014 of 18 August 2014 laying down specific provisions for the implementation of cross-border cooperation programmes financed under Regulation (EU) No 232/2014 of the European Parliament and the Council establishing a European Neighbourhood Instrument (IR);
  • Programming document for EU support to ENI Cross-Border Cooperation (2014-2020);
  • Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11 March 2014 laying down common rules and procedures for the implementation of the Union’s instruments for financing external action;
  • Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25 October 2012 on the financial rules applicable to the general budget of the Union.

The aim of the Programme is to support cross-border development processes in the borderland of Poland, Belarus and Ukraine.

The area of the Programme covers the following regions:

Poland: Krośnieński, Przemyski, Rzeszowski, Tarnobrzeski, Chełmsko-zamojski, Puławski, Lubelski, Bialski, Ostrołęcko-siedlecki, Łomżyński, Białostocki, Suwalski sub-regions;

Belarus: Grodno, Brest, Minsk (including the city of Minsk) and Gomel Oblasts;

Ukraine: Lvivska, Volynska, Zakarpatska, Rivnenska, Ternopilska and Ivano-Frankivska Oblasts.

The total budget of the Programme: 201,4 mln. Euro.

In the framework of the projects financed by the Programme there is the obligatory co-financing of at least 10% of the grant cost for the approved project implementation.

Programme objectives will be implemented through the noncommercial projects corresponding to the following thematic objectives:

1. HERITAGE: Promotion of local culture and preservation of historical heritage:

1.1 – Promotion of local culture and history;

1.2 – Promotion and preservation of natural heritage.

2. ACCESSIBILITY: Improvement of accessibility to the regions, development of sustainable and climate-proof transport and communication networks and systems:

2.1 – Improvement and development of transport services and infrastructure;

2.2 – Development of ICT infrastructure.

3. SECURITY: Common challenges in the field of safety and security:

3.1 – Support to the development of health protection and social services;

3.2 – Addressing common security challenges.

4. BORDERS: Promotion of border management and border security, mobility and migration management:

4.1 – Support to border efficiency and security;

4.2 – Improvement of border management operations, customs and visas procedures.

Customs authorities assume to implement the following projects within the Programme:

- Construction of the relocatable X-ray scanning control system of vehicles at the border checkpoint Berestovitsa” (large infrastructure project). The planned contribution of the European Union will be about 4.05 million euro. The project will help to improve border management through conducting customs control operations using the "non-intrusive" inspection method. The project implementation involves the construction of a customs inspection complex, including an X-ray scanning system, a protective building for it and a personnel building, an engineering support systems, training of experts for work, organization of accelerated inspection of vehicles, sharing of experience in the use of scanners with the Polish partners.

- “Improvement of border management operations at road border crossing points “Bruzgi” and “Berestovitsa” (regular project).The planned contribution of the European Union will be about 0.99 million euro. The project will contribute to the improvement of border management operations, as well as directly have a positive impact on the border security. The aim of the project is to improve the security of the Belarusian-Polish border by upgrading local computer networks at the border crossing points “Bruzgi” and “Berestovitsa”, thereby the transparency and efficiency of customs control operations will increase that will enhance the border security.

- Improvement of customs control efficiency at the road border checkpoint “Domachevo” (regular project). The planned contribution of the European Union will be about 0.23 million euro. The project is aimed at improving the security of the Belarusian-Polish border and improving the quality of conducting customs control operations. The project involves the installation of weight equipment for conducting customs control operations, that will lead to reduction of the time required for conducting customs control operations and, accordingly, to increase the capacity of the border crossing point.

- “Strengthening the capacity of the dog service of the Customs authorities of the Republic of Belarus and Republic of Poland” (regular project).The planned contribution of the European Union will be about 0.13 million euro for the Belarusian side and about 0.07 million euro for the Polish side. The project is aimed at improving the level of ensuring the safety of residents living in the territory of the Program; preventing illegal movement of illicit drugs, psychotropic substances, tobacco products and illegal migration. Within the framework of the project it is planned to purchase 6 vehicles equipped with cages for transportation of service dogs: by 2 vehicles for Grodno Regional and Brest Custom Houses and 2 vehicles for customs “Minsk-2”. Two training between Polish and Belarusian beneficiaries are planned to be held, where cynologists will have an opportunity to exchange experiences and tactics in the field of detection of narcotic substances and tobacco products.
