Eastern Partnership (EaP) Integrated Border Management Capacity Building Project
Integrated Border Management (IBM) is the concept for border management that has been adopted by the European Union for the management of its own external borders, and also the model the EU recommends to the countries of the Eastern Partnership (EaP): Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.
The Eastern Partnership (EaP) Integrated Border Management (IBM) Capacity Building Project is a European Union-funded project that is part of the EaP/IBM Flagship Initiative. It supports the implementation of IBM across borders in the six EaP countries according to European best practices. The project, to be carried out in 2014-2018, focuses on capacity building and enhancing the training capacities of the immediate project beneficiaries – the national agencies in each EaP country that are involved in border management, such as border police and customs. Those who will ultimately benefit from improved border management include travellers and commercial operators crossing borders, as well as people in need of special protection such as asylum seekers, potential victims of human trafficking, and unaccompanied minors.
The overall objective of the project, therefore, is to facilitate the movement of persons and goods across borders in the six EaP countries, while at the same time maintaining secure borders through the enhancement of cooperation at national, cross-border and international levels.
The specific objectives of the project are:
· To contribute to the establishment of a modern training system in the six beneficiary countries according to EU best practices;
· To enhance operational capacities by providing operational and country specific capacity building activities on specified topics based on needs identified by the beneficiary institutions;
· To support the improvement of border crossing by traders, freight forwarders and passengers;
· To support to the fight against corruption in the six EaP countries;
· To support the improvement of the respect for human rights for persons crossing borders;
· Where applicable to contribute to a smooth operationalization of visa liberalisation.
The project is implemented by Frontex Agency in cooperation with the World Customs Organization (WCO), the International Organization for Migration (IOM), and the International Centre for Migration Policy Development (ICMPD).

November 23-24, 2015. Project Partners Coordination Meeting and Intergovernmental High Level Conference, Vienna, Austria.
March 7-12, 2016. Study visit of Belarusian Authorities (Border Guards and Customs) to Poland.
April 5-7, 2016. Training on Customs Valuation and the WCO Revenue Package for Customs Officials from six EaP countries, Minsk, Belarus.
May 17, 2016. Project Partners Meeting, Tbilisi, Georgia.
June 14-16, 2016. Regional training on X-ray scanning image interpretation for Customs Officials from six EaP countries, Tbilisi, Georgia.
September 26, 2016. Meeting with the project evaluation expert at the State Customs Committee of the Republic of Belarus, Minsk, Belarus.
October 4-6, 2016. Field visit to the Republic of Belarus of Frontex agency representatives led by Ms.Mari Jurich – head of strategic risk analysis sector took place. The aim of the visit was to study the functioning of risk management system of customs and border guard service. In frames of the visit the Frontex agency experts learnt the activity of the State Establishment “State Institute for retraining and raising qualifications of the customs authorities” of the Republic of Belarus and of Customs “Minsk – 2”.
October 10-14, 2016. Study visit to Portugal with participation of the customs authorities official. The activity included visits to the airport and seaport in Lisbon as well as the visit customs border Elvas-Kaia.
November 18, 2016. The project partners meeting was held in Chisinau (Moldova). The meeting was aimed at discussing the successfully implemented regional and national activities as well as the advisability of the project extension for the fourth year due to its relevance for customs and border guard services of the Eastern Partnership countries.
January 31 – February 2, 2017. Workshop in Minsk, Belarus, for Border Guards and Customs officers from Belarus on anti-corruption measures.
June 19-21, 2017. Regional workshop on Interagency Cooperation, Tbilisi, Georgia.
November 28-30, 2017. X-ray image interpretation regional training held in Moldova, Kishinev.
December 11-12, 2017. Workshop for customs officials from Belarus on riscs analysis, post-customs control and interagency cooperation was held. The event was organized under the auspices of the Revenue Service of Georgia, Tbilisi, Georgia.
December 13-15, 2017. Customs workshops on WCO Organizational Development Package in Moldova, Kishinev.
March 20-22, 2018. National Training on X-ray image interpretation in Belarus, Minsk, Belarus.
