Development strategy of customs authorities
Customs Development Strategy for 2021-2025 and forecast period until 2030
In 2020, the implementation of the Main Directions for the Development of the customs service for 2016-2020 was completed.
The customs authorities have carried out extensive work to prepare the Main Development Directions for 2021-2025 and the forecast period until 2030. A roadmap has been developed for the implementation of the tasks set out in the Strategy, which is maximally focused on the openness of customs and the removal of possible barriers for bona fide participants in foreign economic activity when crossing the border. The roadmap provides 24 target indicators. The document, which was already approved and accepted for implementation, was discussed with business, the Ministry of Economy, and other interested state bodies.
Forming the Main directions of development, the norms of international and national legislation and the provisions of key documents in the legal regulation of customs affairs, which entered into force during 2016-2020, were taken into account.
The main directions of development are the basis for the development of directive andaddress documents, programs and plans for the development of the customs service for the short and medium term, both complex and in separate areas of activity.
The forecast of the development of the customs service of the Republic of Belarus for the next 5-10 years takes into account the global, regional and national changes in the field of foreign trade, customs administration and the development of information and communication technologies.
The main strategic goal of the development of the customs service of the Republic of Belarus is to ensure security in the field of foreign trade and promote foreign trade.
Based on the main strategic goal, the tasks of the Customs service of the Republic of Belarus, as a state institution, are to increase the level of economic security of the country, ensure the completeness of revenues from the activities of customs authorities to the republican budget, create favorable conditions for doing business and attracting investment in the national economy, protect the interests of domestic producers and maximize their foreign trade activities by improving the quality of customs administration.
The main directions of the development of the customs service of the Republic of Belarus in 2021-2025 are:
development of an effective and transparent system of customs administration, ensuring fast, convenient and secure communications between the customs authority, business and citizens;
development of electronic customs declaration and automation of customs operations, including the release of goods;
creating a multi-level customs control system that combines centralized and decentralized approaches;
reducing the time of release of goods;
full-scale use of non-intrusive control in order to reduce the time of customs control;
creation and development of electronic declaration centers;
development of modern information and communication infrastructure, information security systems to ensure effective functioning;
application of information and communication systems and complexes that correspond to an innovative approach and modern technological structure in the field of customs payment control;
reducing the control burden on foreign trade participants if it is unacceptable to reduce the effectiveness of customs control;
development of the institute of operational and investigative activities and information and analytical work in the customs authorities;
improvement of tools for combating offenses on the foreign trade channel, suppression of illegal movement of prohibited and restricted goods, goods with an undervalued customs value, money and tools across the customs border, including in the framework of countering the legalization of proceeds from crime, the financing of terrorist and other criminal activities;
introduction of new technologies in the law enforcement activities of customs authorities, gradual transition to paperless management of the administrative process and consideration of applications and reports of crimes;
reducing the risks of violation of customs legislation through the introduction of self-control of business activities by the participants of customs relations;
optimization of the work of the structural divisions of the customs authorities within the framework of the centralized model of building therisk management system;
integration of all information sources to identify and assess threats;
improvement of methodological tools aimed at improving the quality and efficiency of the selection of customs control objects with subsequent profiling;
transition from quantitative indicators of the effectiveness of therisk management system to indicators that allow evaluating the final result based on the work done to prevent repeated and prevent the commission of new offenses;
development of customs infrastructure, optimization of the structure and territorial location of customs authorities;
development and improvement of the mechanism for the formation of high-quality personnel of customs authorities, as well as compliance with the anti-corruption principles;
formation of conditions of service in the customs authorities that contribute to the full disclosure of the potential of employees, taking into account the motivation to develop knowledge and professional skills;
ensuring social protection of customs officials and their family members, improving their living conditions, improving the availability, quality and safety of medical services;
improving the effectiveness of the educational and expert activities of the state institute for advanced training and retraining of customs authorities of the republic of Belarus, expanding the possibility of distance learning through the introduction of information technologies, modernization of infrastructure and resource base;
building up the scientific and pedagogical potential of the teaching staff and improving the staff (organizational) structure of the educational institution "state institute for advanced training and retraining of customs authorities of the republic of Belarus", taking into account new challenges in the educational sphere;
development and improvement of the training ground of the customs authorities.
